During the 19th century, the U.S. government attempted to establish reservations to separate Indian tribes from frontier settlers. President Grover Cleveland finally issued the Executive Order which established a permanent home for the Jicarilla on February 11, 1887, after 36 years of unratified treaties and squabbles.
