This position is near the southern limit of the line of British redoubts erected during The Revolutionary War in March 1781 by order of Brig. Gen. Benedict Arnold, who commanded the British troops that occupied Portsmouth. This line of fortifications, then located west of the town, extended north in an arc along present-day Washington Street to the waterfront near Court Street. Arnold, who had burned Richmond in Jan. 1781, had retreated to Portsmouth to evade capture by the French fleet and the Marquis de Lafayette's army. After Maj. Gen. William Phillips arrived in March with a replacement garrison, Arnold led his force against Petersburg.
