Loudoun County Loudoun County was named for John Campbell, fourth earl of Loudoun, commander of British forces in North America during the early part of the French and Indian War, and governor of Virginia from 1756 to 1759. With its county seat in Leesburg, Loudoun was formed from Fairfax County in 1757. Oak Hill, President James Monroe's home, Morven Park, home of Virginia governor Westmoreland Davis, and Dodona Manor, home of Gen. George C. Marshall are among many historic sites in this county.Fairfax County Named for Thomas Fairfax, sixth baron Fairfax of Cameron, proprietor of the Northern Neck, Fairfax County was formed from Prince William in 1742. The county seat is located in the city of Fairfax. Mount Vernon, George Washington's home, Gunston Hall, the residence of George Mason, author of the Virginia Declaration of Rights, and Sully, home of Richard Bland Lee, a founder of Phi Beta Kappa, are located in this county.
